Not being hugely into the Doctor Who fandom I'm not overly fussed about who replaces David Tennant. However, if it is The Marquis de Carabas then I will be happy ;)

When does Torchwood start again? That's much more important. And do we know who the new members of the team are going to be?

From what I've read, Torchwood at least is doing a only a five part 'mini-series' type thing this season (something to do with it moving to BBC 1 and getting a new audience or some such). There's been some talk about the character Martha Jones possibly being involved, but others say the actress is doing something else.

I've just recently discovered it and borrowed the eps from someone else; I'm looking forward to more, though it sucks it may only be 5 episodes this season :(

Yeah, I heard that it was only going to be 5 episodes and I also heard that the actress who plays Martha won't be around :(
